At present, purchases in the organizations that are part of Holding Samruk-Kazyna JSC are carried out in the Electronic Procurement Information System (ISEZ). The electronic procurement portal is located at: tender.sk.kz.

For participation of non-residents of the Republic of Kazakhstan in the electronic procurement information system, Nil Gamma Technology LLP (http://www.gamma.kz/) has been identified as the certifying center for issuing electronic digital signatures for non-residents of the Republic of Kazakhstan.

Prequalification selection in the purchasing of the Holding JSC “NWF” Samruk-Kazyna”
Taking into account the world experience of procurement and qualification of suppliers, in the context of accession to the World Trade Organization, Samruk-Kazyna JSC introduces a preliminary qualification selection of potential suppliers for further procurement procedures. Prequalification is the process of evaluating potential suppliers for qualifying requirements for goods, works and services purchased.
Samruk-Kazyna National Welfare Fund approved the Policy on procurement management and the Standard of Prequalification, which describes the entire process, starting with registration in the system of prequalification, ending with the inclusion in the list of qualified potential suppliers. For the promptness and elimination of the subjective approach, the process of prequalification of potential suppliers will be carried out by the automated system of PKO IC (www.pko.skc.kz).
When carrying out purchases, the organizations that are part of Samruk-Kazyna Holding are carrying out the process of procuring goods, works and services among potential suppliers who passed preliminary qualification. Prequalification is designed to protect customers from unqualified suppliers, which can cause and create risks for the further activities of customers, improve the quality of purchased goods, works and services and optimize the timing of procurement.
Suppliers who have passed the pre-qualification selection receive an opportunity to participate in the purchases of goods, works and services purchased by the Holding for up to 3 years. In addition, the introduction of prequalification helps to increase the level of the supplier and its ability to compete in the markets of goods, works and services inside and outside the state, as well as demonstrating the strong qualities of the supplier and its capabilities.
The introduction of prequalification will facilitate the development of the procurement system, increase the competitiveness of suppliers, and establish mutually beneficial cooperation between the customer and the supplier. Further work to improve prequalification in the whole country and its acceptance by other public and private organizations in procurement activities will allow the development of quality and raising the level of competitiveness of domestic entrepreneurs and production in general.
